About Me
Quinn is from Seattle, WA and currently lives in Washington D.C. with his wife Jade. He sits at the intersection of cloud, data engineering, and public policy. In 2015 he ran thousands of public sector Ads infinitives for the small-but-mighty Google Government & Advocacy organization from Healthcare.gov to local tobacco cessation programs, military recruitment to Post Office B2B efforts, Zika to Opioid to COVID public health campaigns, and more.
In the Spring of 2018, Quinn moved to the Google Cloud Public Sector team to run the Customer Analytics program globally, helping teams around the world make use of the constituent feedback systems that public policy programs have from Ad Tech systems to Call Centers, Chatbots to Survey responses, Social Media to Complaint Forms, and more. In a shifting digital landscape, to understand the sentiment, concerns, and new dynamics of public sector constituent ‘customers’ agencies require an integrated approach that was nearly impossible just a few years years ago.
In 2023, he moved to Orbis Operations to run Data Operations team and the creation of the ‘Pulse’ data product for defense & intelligence agencies. Today, Quinn leads work with US allies overseas in SE Asia & Oceania, Europe, and the Middle East on big data problems confronting modern defense & intelligence agencies.
He writes socialdawn.substack.com where you can keep apprised of good takes on the intersection of big data & public policy.

I ran growing up, helping lead my old HS alma matter to our highest State finish in school history. I ran XC and Track at Claremont Mckenna, graduing in 2013 with PRs of 3:54 for the 1500 and 25:50 for 8k XC. After a decade of running I’m looking forward to get back into Triathlons
